I use uk.to domains all the time as I am from the UK. Nameservers really get on my nerves, still, so it's only right I try to make it easier for you to use, and set.
How do I get an SLD? Get a co.cc domain name from co.cc .
Further Information regarding SLDs What you have http://changes.uk.to is a domain name. But it is not a TLD (top-level-domain). It is a SLD (secondary-level-domain). This is because .to and .cc are domain extensions just like .com and .net. And .uk.to and .co.cc are actual domain names. You can actually enter them in your web browser.
